Pawnbroker Permit Application

  • Pistol Permit
    1. Proof of Orange residence,
    2. Letter of Certificate attesting to competence with a hand gun by either NRA Certified Pistol Instructor, NRA Home Firearms Safety Instructor, Police Firearms Instructor or Gun Club Officer,
    3. Documentary proof of date and place of birth (birth certificate),
    4. Certified check or money order for $70 for local permit,
    5. Certified check or money order for $50 to the State of CT for fingerprint processing,
    6. Certified check or money order for $19.25 to the FBI for fingerprint processing.

  • Discharging of firearms
    Application to be filled out stating purpose, type of firearm and ammunition and location. Police officer will check out the proximity of the location to structures or areas utilized by members of the public to preserve public peace, safety and good order. Permit, if issued, shall be valid for a specific period of time. No fee.

  • Permit to consume alcohol on Town property
    Individuals or member of an organization shall bring to the Police Department the field permit from the Orange Park and Recreation Department and picture identification. No fee.

  • Raffle/Bazaar
    State forms and instructions available at the Orange Police Department. Fee paid to the State and Town is determined by the total dollar amount of prizes.

  • Peddler's license
    Registration is required. $125.00 fee to the Town. $50.00 fee to the state by certified check or money order for fingerprint processing.

  • Vendor's license
    Registration is required. $25.00 fee to the Town. $50.00 fee to the state by certified check or money order for fingerprint processing.

  • Permit to Operate Adult-Oriented Establishment
    Registration is required. $1500.00 fee to the Town. $50.00 fee to the state by certified check or money order for fingerprint processing.

  • Permit to Operate Massage Establishment
    Registration is required. $125.00 fee to the Town. $50.00 fee to the state by certified check or money order for fingerprint processing.

  • Masseur or Masseuse Permit
    Registration is required. $25.00 fee to the Town. $50.00 fee to the state by certified check or money order for fingerprint processing.

  • Purchaser of Precious Metals or Stones Permit
    Registration is required. $10.00 fee to the Town. $50.00 fee to the state by certified check or money order for fingerprint processing. $19.25 fee to the FBI by certified check or money order for fingerprint processing.

Copies of the State Building Code - Connecticut Supplement are available from the Commission on Official Legal Publications, 111 Phoenix Avenue, Enfield, Connecticut 06082-4453. Copies of the BOCA Codes, the CABO Code and the International Codes may be obtained from Building Officials & Code Administrators International, Inc., 4051 W. Flossmoor Rd., Country Club Hills, IL 60478-5795. Copies of the National Electrical Code may be obtained from the National Fire Protection Associations, Inc., Batterymarch Park, Quincy, MA 02269.

Before a building permit is issued, approval from the following departments must be obtained and submitted to the Building Dept.:

  • Fire Marshal's Office (excluding residential single family homes)
  • Inland Wetlands & Water Courses Commission
  • Town Plan & Zoning Commission
  • Town Sanitarian
  • Town Engineer
  • Water Pollution Control Authority

Fee for all permits is as follows:
$30.00 for the first thousand dollars
$10.00 for each additional thousand dollars
$50.00 for each reinspection
$50.00 for each Certificate of Occupancy or Certificate of Compliance

A contractor for residential building or remodeling must be registered with the Connecticut Dept. of Consumer Protection.

Two sets of prints must be submitted with the application for a building permit. No prints will be accepted if they are larger than 36x24.

All mechanical contractors must be licensed by the State of Connecticut.

Permit fees will be doubled if work is started without a permit.

The Building Dept. is open 8:30 a.m. to 3:00, Monday thru Friday - permits are issued only between 8:30 a.m. and 11:30 a.m.


Zoning Department Permits

The following applications must be reviewed and approved by the Town Plan & Zoning Commission. Regular meetings are held on the 1st and 3rd Tuesdays monthly at the Town Hall. All application forms are available at the Orange Zoning Department. Filing deadlines vary for each application. If necessary, preliminary meetings are arranged with various department heads for their input and review.

  • Site Plan Application - base fee $700 plus $55 per every 10 new/additional parking spaces or fraction thereof.   (Includes final inspection fee of $250 for Certificate of Occupancy.)

  • Special Use permit - base fee  $550, plus $55 per every 10 new/additional parking spaces or fraction thereof.

  • Temporary special permit for excavation and/or filling of earth materials - base fee $450 for the first 400-1,000 cubic yards plus $10 for each 1,000 cubic yards or fraction thereof beyond the initial 1,000 cubic yards.

  • Petitions to amend the regulations or zoning map - base fee $550.

  • Subdivision or resubdivision application - base fee $550, and $55 per lot.

  • Planned residential development application - base fee $550, plus $250 per unit.

  • Sedimentation & erosion control application - base fee $275.

  • Applications for the conversion of single family dwellings to accommodate elderly apartments - base fee $200.

  • Special permit application for public sale and/or processing of agricultural products - base fee $375. 

  • Sign application - base fee $165.

  • Construction of single family dwelling - base fee $325. (Includes final inspection fee of $50 for Certificate of Occupancy.)

  • Application for addition to an existing dwelling and/or accessory structure in a res. district - base fee $125

Permit fees shall be doubled if an application is submitted as the result of a Zoning Enforcement Action, and/or site or building work which has commenced without required Town of Orange Zoning permits and approvals.

If during the review process of any of the above listed applications, the Commission deems it necessary to retain an outside expert or consultant, the applicant shall bear the cost of these services.

Base fees include a $20.00 surcharge for the Connecticut Conservation Commission (Public Act 92-235).

Inspection Fees  - Final inspection fees for the issuance of a Certificate of Occupancy are included in the base fees for Site Plans and Residential dwelling applications.

  • Application for certificate of zoning compliance, Residence District - New construction - $325.00 fee, Additions/renovations - $125.00 fee. These applications are reviewed by the Zoning Enforcement Officer Monday - Friday between 9am and noon.

  • Application for certificate of zoning compliance, Application for Sign Permit - $165.00 fee for new or replacement signage. Applications are reviewed by the Zoning Enforcement Officer. The ZEO reserves the right to refer applications to the Town Plan & Zoning Commission.

Meetings are held on the 1st Monday monthly at the Town Hall. Filing deadlines are a minimum of three (3) weeks prior to the meeting date.

  • Variance Petition - Residential - $150.00, Industrial/Commercial - $250.00.

  • Petition to appeal the decision of the Zoning Enforcement Officer - $150.00.

  • Petition for approval of location for gasoline, automobile repair license, or dealer's license - $150.00, fees include a $10.00 surcharge for the Connecticut Conservation Commission, as per Public Act 92-235. Fee schedule dated 9/12/92.

Town Clerk Permits

  • Dog License
    Dogs 6 months or older must be licensed. During the month of June, original rabies certificate must be shown in order to show rabies vaccination is current. Spaying and neutering certificate must also be shown. You may mail for license. Enclose rabies certificate, neutering/spaying certificate and payment in SASE. Un-neutered/Un-spayed dog - $19.00, Neutered/Spayed dog - $8.00. After June 30, a penalty charge of $1.00 per month will be added.
